The Angry Video Game Nerd is not a real person, he is a character. AVGN is not just a game review series, it’s a comedy series based on reviewing games. While James and the AVGN may share opinions, the AVGN’s opinions tend to be more picky and explosive than the real James’ for comedic effect.

That being said, unless you know to just say “fuck the instructions” and just pay attention to the Altitude and Speed counters, it is confusing. And he said as much in Back to the Future Re-Revisited, where he beat it I believe, or at least got close.

Top Gun is easy as hell to figure out, and I’ve never had a problem with landing or re-fueling. For someone to have nearly gotten through Ninja Gaiden but complain so much about Top Gun….It makes me doubt.
