No Homebrew is an okay term for this game. It can also be called a Homebrewed Rom Hack, but it is definitely a homebrewed game.
A homebrew is where you take a game, like Dungeons and Dragons and modify it. This game is not just a hacked version of super hard Mario or Megaman. It is a heavily modified game with Megaman crossing over with Mario etc etc.
This is like someone adding Dragon Ball Z rules to a D&D game engine or adding in Halo Combat into World of Warcraft.

Also to comment on Smokingspoon, yes definitely. Homebrew is a term mostly used with Board Games or RPG tabletop games. Homebrew is an enhancement to the “House Rules” term, brewed meaning it uses a previously existing game system as its basis. Such as House Rules in Monopoly. Homebrewed Monopoly would be something like adding in the ability to move either direction to on the board, or adding something like a spinner, or a credit/loan system.
James is very likely to use terms like homebrew because he is obviously a huge fan of not just tabletop games, but also modified games/homemade games.
