Maybe there’s no perfect comparison, but JoJo’s Bizarre Adventure is probably pretty close. It’s an action series, not a comedy by any means, but it doesn’t take anything too seriously and just downright corny. The animation equivalent of over-acting, just being hammy and melodramatic; like some lady screaming at an obviously fake monster in a a Hammer film.

For something older, I’d consider Fist of the North Star or Berserk. Violence so gratuitous it’s kind of funny, not meant to be comedy, but it turned out that way.

Moreover, games were just plain simpler back then so it was possible to interpret them differently depending on which region you were enjoying them in and the cultural context you were raised in.

In short, the “romhack” name comes from circles where the game’s creator tried their hardest to prevent you from making changes, while “mod” comes from circles where the game’s creator WANTED you to do it.
