The tanks are tanks, as you said. The enemies that come in threes are Recognizers (not sure why they’re smaller but eh). I believe the goal is to collect all the floating Bits and when you do, the I/O Tower (the firepole in the center you slide down) turns blue and you can ride it up to the next level. The arrow on the third floor is the Solar Sailor which if you jump up and catch you can ride it across that floor, making it easier to get past the Recognizers.
